Do all small businesses need to have a health and safety program?
Almost all small businesses in Ontario are covered by the Occupational Health and Safety Act, but there are some exceptions where the Act does not apply or has limitations, such as:
- A self-employed person that does not hire any workers (including co-op students).
- Farms operated by a self-employed person, without any workers.
- Businesses under federal jurisdiction are covered under the Canada Labour Code.
What are the basic legal requirements for a small business that hires 1-5 workers?
Most entrepreneurs in Ontario that hire 1-5 workers are required by law to provide the following:

Safety Starter Plus helps protect entrepreneurs from operational risk by providing a health and safety program to assist with meeting legal obligations and preventing harm to workers.
Safety Starter Plus saves time for a busy entrepreneur to focus on their passion and grow their business while giving them peace of mind knowing that worker health and safety is covered.
Other benefits of protecting the health and safety of workers include improved morale, recruitment, retention, and a competitive advantage.
